Department Overview
Without Permission is committed to ongoing development and supporting collaborative relationships with law enforcement, the judicial system, social service agencies, juvenile hall, and other partners who serve high-risk populations targeted by traffickers. These partnerships will produce the victories our survivors seek from the criminal justice system.
Without Permission delivers education to both boys and girls in custody by presenting the facts and dynamics of sex trafficking. While the instruction is preventative in nature, it has also enabled them to recognize their exploitation and trauma, to self identify and ask for help while in a safe place.
CSED Jail Diversion Program
Over the last decade we’ve put intentional effort into strengthening our relationships with law enforcement and the Stanislaus County District Attorney’s office. Through these relationships, we jointly applied for and won a California State grant called Prop 47 . This grant funded the launch of a new Commercial Sexual Exploitation Diversion (CSED) program in 2025. It is currently available to adult females impacted by the criminal justice system who have been arrested on prostitution-related charges and other misdemeanor offenses. If the females have been impacted by sexual exploitation or sex trafficking, they are given the option to enter into our 10-week diversion program. Throughout the program they work through a survivor-informed, survivor-led curriculum in order to equip them with support tools to keep themselves safe and reduce recidivism among this population. Participants also receive professional counseling services and one-on-one navigation. If they complete the program and graduate, they may be granted the opportunity to have some of their charges dismissed. They also build relationships with their Navigator who helps connect them with additional tools and resources to continue making healthy decisions and move in the direction of restoration.

Task Force
WP serves on the “209 Freedom Project” Stanislaus County and “End It” San Joaquin County task forces. These collaborations include committed partners like FBI, Homeland Security, Ag Commissioner, District Attorney’s Office, California Massage Therapy Council, Women’s Center of San Joaquin and others.
Family Justice Center
WP acts as partner for eligibility, aftercare placement, resourcing, as well as relocation for victims of sex trafficking referred by the Stanislaus and San Joaquin Family Justice Centers (FJC).
